The tools directory now contains a utility to upload a configuration 
to the wingDB. 

To compile, you need to set up the environment for oracle access. On 
trdro1, this can be done by executing:
  . /opt/oracle/env_oracle.sh

If oracle is not installed on your machine, you will have to install 
at least the "Oracle Instant Client 10g".
